“Expression ‘That’s so gay’: (1) derogatory phrase which intrinsically accuses the target of homosexuality (archaic); (2) recognition that there’s at least a little gayness in all of us.” — New Newsericks Dictionary
What does and should it mean to say
That something someone does is “gay.”
Hence my suggested revision
To promote unity instead of division.

We should do this, or stop saying it altogether.
Here’s the “that’s so gay” commercial that made me think of this. It’s been on since 2008, but a few days ago was the first time I saw it. Here’s my thought: instead of trying to get kids to stop saying “that’s so gay,” how about repurposing the meaning. Instead of an insult that means “what you did is gay, therefore you’re gay,” I suggest that it henceforth be a neutral comment meaning that all humans have multi-gender behaviors and even multi-sexual tendencies, and that’s OK. Interpreted in that way, it becomes a stereotype-breaking way of thinking. To a certain extent, I think this new meaning is already starting to take root.
